The House of Representatives has taken a decisive step to investigate the progress and procedures surrounding the N15 trillion Lagos-Calabar Coastal Highway project. Following a motion of urgent public importance brought forth during plenary by Mr. Austin Achado, the representative of Gwer East/Gwer West Federal Constituency, Benue State, the House resolved to establish an ad-hoc committee tasked with conducting a thorough probe and presenting its findings within four weeks.
This move comes amidst a mixture of commendation and skepticism surrounding the ambitious 700-kilometer turnpike infrastructure project, which aims to connect Lagos to Cross River, traversing several states along the coastal line. The project, initially approved during the administration of Bola Tinubu, has evolved significantly, expanding from a four-lane double carriageway to a 10-lane highway under subsequent administrations.
While the Ministry of Works defended the project, emphasizing adherence to due process, concerns have been raised regarding the procurement strategy, financing structure, and adherence to legal frameworks. Critics, including lawmakers like Achado, have questioned the transparency and legality of the procurement process, highlighting potential violations of the Public Procurement Act and the Infrastructure Concession and Regulatory Commission Act.
Of particular concern is the alleged absence of National Assembly approval for guarantees issued to cover the debt financing component of the project, raising questions about compliance with regulatory requirements and the creation of contingent liabilities for the government.
In response to the House’s resolution, the Ministry of Works maintains that the National Assembly previously granted full approval for the project, citing a site visit conducted by lawmakers at the project’s inception. However, the House remains resolute in its decision to conduct a comprehensive investigation to ensure transparency, accountability, and adherence to legal standards in the execution of the Lagos-Calabar Coastal Highway project.
